Getting Error: The Widget is not with in a section

I am stuck with an error in my blogger theme development. I am getting this error while saving the custom theme.

The widget with id <b>blog1</b> is not within a section (actual parent element is: <b>div</b>.) Every widget should be in a section.

Any help?
