It is a custom made theme. I created a static template with HTML, CSS and JavaScript. Now I am converting this static page into a Blogger dynamic theme.

You need at least one section in your Blogger template. A Blogger widget can be in section tag only. How can you create a Blogger template without using widgets? So, there must be at least one section.
